Because they're not rivals. Calem/Serena is your rival. They're friends the game tries to pass off as your rival just because they follow you around and occasionally battle you.

the other two are poorly designed, have poorly fleshed out character, and give the player no compulsion to care about them

sun and moon might not have the traditional green/blue rival that everyone wanted but at least hau and gladion were actual characters that managed to be pretty funny at times
