Reasoning.
Giovanni is a mobster, which is a sensible motive compared to the other retards. He also didn't dress like an autistic man, was generally successful, we know for a fact he got laid, he didn't make his team dress that bad.
Guzma is basically a punk ass, but his self-serving motives are still pretty sensible for a Pokemon villain. Team skull is a decent team name, and the symbol design is aight. His goons were bad at their job, but so are all the grunts, and the skull grunts are comedic in their failure. Most other evil team grunts just suck to suck. He also used a pretty cool bug.
Lysandre and his team dressed kinda stupid, but it at least fit the theme and wasn't too silly. Wanting to kill everybody was pretty edgy for a Pokemon game. One thing that is good about him is that he at least realizes what he wants to do, unlike the idiots on bottom. He knows he could destroy the world, and that is why he was actually threatening.
Ghetsis is kinda generic, but that actually isn't so bad given gen 3-4 villains. He dresses stupid, is overshadowed by N for most of the game, and was basically PokePeta. Again, at least he had some idea of what he was doing. Loses some points for making his team dress like retards.
Cyrus was, yeah, kinda autistic. Even in Pokemon Generations, the "I want my own world!" thing is kinda weird. He makes his team wear bowl cuts and weird jumpsuits. Again, loses points because team dresses like spergs.
Maxie and Archie have a lot of overlapping flaws. Both want their legendary mon to fuck shit up, and then they are shocked when it fucking happens. Nah shit. Maxie makes his team dress worse than Archie does, but that isn't enough to make him the bottom. See, Maxie wanted to expand the earth, which is at least what people can reasonably live on.
