Both actions lend towards wanting the ultra beasts to appear and being active long enough to catch them.
What could this psycho's end-game be?

Protag wants to catch 'em all no matter what. Endangering the Alola region and making the Aether family suffer are nothing in comparison.

Dialga and Palkia don't oppose one another. The only box-art legends that do are Groudon and Kyogre.

Zekrom and Reshiram do in a metaphorical sense, but not a physical one. And Xerneas and Yveltal MIGHT but there's nothing canonical to prove that.
