Not the worst shitmon to ever live but yes. It's outclassed by more than one amazing Pokemon, has only slightly above average stats in its best two areas, an unfortunate speed tier for even getting to accomplish what little it can, and a barren movepool.
Ingame, it can still get you through better than most.
