IVs are more of a necessary evil to 'reward' breeding and hunting from a non-competitive standpoint: to individualize your efforts, to really give a 'signature' to -your- specific pokemon and the various hurdles and macguffins you've conquered to get them to that point.
i've always respected it as a feature, since it gives a form of objective 'quality' to the various smogonbirds and shitmons people enjoy collecting. it got real ugly when you needed a 'perfect IV' legendary, but that's the only case where it's been a true hindrance for me in the past.
competitively speaking, IVs are a hideous concept that invoke way too much grind for players who want to have a wide roster of things they can build a team from.
my general routing on this type of thing is to fully breed a near-perfect team or two, dick about with it for awhile and then adopt some method of injecting/hackmons to avoid the ungodly grind of filling a box or two with usable, competitive staples
i don't think IVs are a terrible concept, i really appreciate how they've become much more accessibly 'fixed' in SUMO, but in the past they've always been a benchmark of 'how tough are ya' when it comes to your input of effort toward competitive play.
