Guzma has a tragic backstory, but what's tragic is how the one thing he wanted in life, to be a trial captain, is position that goes against his nature. He even continues to act like one, specializing in a specific type and hoarding z-crystals. Guzma knows he's a bad guy; he tells you almost every time you fight him. What's worse, being denied the position of captain or kahuna is basiclly saying "you aren't a good enough person." So throughout the game, he just does exactly what people said he was destined for, even embracing it, which causes a cycle were people hate him even more. That's why Guzma is so tragic, not because of some cancerous bullshit.
