She checks her bag when you get there and find a pokeball with a note 'from a special friend' in it. The pokeball has a Vulpix-A (anime reference but whatever, it suits her), and when you land in Vermillion you meet N, who's roaming around and seeing how people interact with pokemon across the world. He has a Zorua and partners with you for the 'tutorial' after which you meet Oak who gives you a second pokemon.
You start from Vermillion and battle Surge, then go through Diglett's cave to Pewter city, then through Mt. Moon to Cerulean. There is no evil team this time but rather 'totem pokemon' in Kanto driven mad by ultra-wormhole energy which unlike Alola totem pokemon, they aren't accustomed to. You'll also encounter UBs because as the postgame in SM says they're drawn to people who went through the wormhole.
Bill's not at his house because he left to study the UBs, and you kind of spend the game chasing his trail trying to catch up to him as he moves around. It'd go like
Vermillion > Diglett Cave > Pewter > Mt. Moon > Cerulean > Rock Tunnel > Lavender > Celadon > Fuschia > Seafoam > Cinnabar > Pallet, then an event would happen with the UBs attacking Saffron City, which is blocked off until this point so you go in there, meet Bill, and kind of tie up the healing Lusamine plot before going back to Pallet town and through Route 1 to Viridian, then to the league.
After the league, Wicke appears and gives you beast balls so you can go capture all of the UBs. Postgame has a PWT style tournament that you can take the magnet train to from Saffron.
But GF will never do it, they love their blank protagonists too much.
