You could even call it stylization, as plenty of things found in all humans irl aren't visible in some humans in the world of Pokemon either such as eyelids, eyelashes, bone structure, muscle structure, etc. There are also plenty of Pokemon who eat with their mouths despite clearly not having any visible mouths. Lastly, what genitals looks like isn't always a concrete way to determine sex though considering animals like hyenas have females with genitals that appear male. The way to determine these things varies from species to species, and so the lack of availability from the rare Pokemon for testing these things is likely why we don't know.
