It's not that bad. TF has SD and attacks. It will do decent damage. Rose has a good grass move. It will hurt if lacking grass immunity. Craw has decent moves backed with SD.

And remember you fight him after you fight Shauna with no heal in between.

They were thinking that they don't care to fix the AI to be good after all this time so they have to run reduced movesets in order to force them to use the attacks they wanted them to use. And become Disable bait in the process.
