They're playing the long game. With an already established, multi billion dollar franchise like Pokemon, that's the smart thing to do. If Pokemon is ever in danger of going belly up (somehow), it'll come back stronger and harder than ever before. They're more than capable of doing so. They're simply... hiding their power level.

Do what I did and lose 48 times as fast as you can, they give you 1 bp per loss.
Then buy the attack, speed, and sp. attack bracers. Each one adds 8 evs now so it makes EV training super fucking fast.
