They didn't run operations in order to clone Mew? Maybe my memory of the game and the movies has mixed a bit, but I could've sworn Giovanni helped create Mewtwo, which is why he needed ghosts from Lavender Town, and the Master Ball to get him back under his control.

They were garbage, but Plasma in BW1 was worse. Ghetsis' entire plan hinged on tricking most of Unova and especially N into thinking Plasma were good guys, but the grunts act like any other villain team.
