Somewhat new to the pokemon series.

Is this something that people use? Does using rare candy make a pokemon weaker in the end? I know leveling through battle raises stats more but can you earn the same stats using rare candy?

Look up Effort Values.

As long as you don't solely level up a pokemon from 1 to 100 with Rare Candies, it's perfectly alright.

There's no downside to using a rare candy. Before gen 5, it could possibly be weaker if you used it all the way to lvl 100, but now, you can get stronger off battling even if you're lvl 100.

Rare candies are useful if you're already done EV training and you need to boost shit to reach a level to learn a move or evolve

This was really only true in the earlier gens where you'd use solely Rare Candies to level your Pokemon, leaving them untrained statwise.

EV training is hella easy that you really SHOULD you Rare Candies to level them, and then EV training is somewhat easier afterwards.

Stats increase by level, but they also increase via investment of Effort Values or EVs which are earned by defeating pokemon in battle. Different pokemon give different EVs which increase different stats (for example, beating a rattata will give you one speed EV while killing a slowpoke will give you one HP EV). Unlike level gaining, you can still earn EVs at level 100, up to a max of 510 total, with a maximum usable investment of 252 EVs per stat.

This can be used to optimize your build for whatever you want to use that pokemon for.

Yes. Do a tiny bit of research to see if your Pokemon is geared more towards physical or special attack (either by having a vastly superior attacking stat or a better movepool). Train one, ignore/avoid training the other.

I read that there are certain berries that reduce EVs for certain stats. Could I in theory use these to lower special attack on an attack pokemon so I don't waste EVs?

Yeah, there are ways outside of battling, such as berries, that can increase and/or reduce EVs in stats so you can have an optimal EV stat spread.

Now I just need to figure out IVs. I read up on those but can't really figure them out. How do you tell if you have optimal/max IVs? Can you change them? Do you just need catching/breeding the same pokemon until you get the best IVs?

There's a guy who can rate your IVs (but no exact numbers), and if you get a Pokemon to level 100 and do a shit ton of Festival Plaza you can do Hyper Training to max out some/all of their IVs, but at the end of the day you're better off just sitting down and getting your breeding on with a Destiny Knot and a Ditto.

I wouldn't worry about IVs that much unless you intend to really go far with your team. Proper EV training and nature save scumming is more than enough to squash the game flat and deal with the regular Battle Tree. Worry more about learning abilities and moves.
