If you wan an in-universe reason, it's probably because the league is brand new and trainers haven't come from all over the region yet.

The huge ass caves you see in other regions were probably carved out by years of Pokemon battles.

Every Victory Road sucks balls except maybe X/Ys, ironically. And that's just because they actually tried something that wasn't just a longass cave.
