What should have happened:
After resuing Lusamine, Nebby has to return to Ultra Space after taking you and Lillie back to your world

Instead of getting the cover legend right then, you should be allowed to go back to Ultra Space post-game and catch a cosmog. This allows you to get the proper nature. Then to evolve it you have lvl it to the proper level then use an item you only get one. Something like Sun's/Moon's Essence Stone.
