So can I just give my Rockruff to the other game, have it evolve into the form I want, then get it back? Or is it tied to the game you catch it in?

Just wait to whatever time you want your preferred form and go to vast poni canyon. There either during the day or night you'll encounter which the midday and midnight forms respectively

I'm honestly not sure Anon, I'd assume so, but your Pokemon Data has which game it was caught in as well, so it might ignore the game you transfer it to and evolve based on the game it was caught in.

But in theory it should evolve into whatever form is native to the game it currently exists in.
