Facility only trainers aren't canon is the better way of wording it. Red and Blue are canonically there but Wally isn't which is why he hasn't aged.

It's been a while since ORAS, friend. The Chatelaines talk about moving back to Kalos, which clearly puts ORAS before XY, and Sina and Dexio showing up in Alola puts SM after XY. There's also the matter of the Royal Unova being years away from completion at the time of ORAS, and Colress being in Alola also puts SM after B2W2 (which is long after the Royal Unova was put into service).

Wally is a twink, and, more relevantly, Game Freak is lazy as fuck. It's most likely that the events of ORAS occupy roughly the same slot in the SM timeline as those of RSE did in the original timeline, which would be alongside the events of Gen I games and something like 10 years before SM.

Wally's tree appearance is not a factor. Facility only trainers are never canon unless GF brings them outside their facilities like Palmer, Anabel or Catlyin. They exist purely as challenges for the player. Otherwise it appears there's a crap load of random NPC's like little kids far more powerful then the champ.
