obviously his stats are differently weighted but I still think he's outclassed

Not really. It could make a splash in lower tiers but it's not that great.

Its high HP suggests it could be a tank and its offenses seem alright but the other stats aren't too great and

It does. If you max out defenses 252+/252 it becomes surprisingly bulky.
But it's not very clear how to use it.

The reason it's not clear how to use it is because there are other, better mons that can max out defenses and deal damage that isn't comparable to a fly

Thinking going Adamant with 252 Attack, and 124 in each defence. Is that good or should he be more focused on defences? With that good HP and that bad defences, it's so tempting just to dump it all in defence.
