The times I've seen manual weather is to counter other people weather and can't fit a weather setter somewhere in your team because otherwise your team will go to shit and if you are lucky there's something else in your team that coincidentally also benefits from the manual weather you are setting.
The thing with Dugtrio is that setting weather before Dugtrio attack if you wanna use it right away will be hard short of using something with Prankster which limits you to Murkrow, Sableye, Whimsicott and Klefki.
