I understand it could have been too powerful in Gen I but why hasn't it's type been changed to Water/Dragon yet?

to be honest I think it was to make evolving to his mega evolution more intense, what would be the point of mega evolving if he could just tank electric attacks with 1x effectiveness anyways

Honestly I'd rather it kept its Water/Flying typing as much as DRAGON makes sense on it.

The former is really good defensive typing combined with Intimidate while Water/Dragons suffers from a ton of neutralities and letting -2 Latios hit with Draco Meteor again
