Honestly none of the starters seem to me as if they should be slow. Maybe not all of them would have the same speed but 60/70 speed doesn't make sense for mons that are based on extremely agile/swift animals (Popplio was described as a really good swimmer and while Incineroar is bulky it's not like all wrestlers were just mounds of muscle).
It seems like it was a poor attempt to even out the powercreep considering older mons with good Speed stats have remained unchanged.

To be entirely honest I'm glad they didn't do that because that whole shit about making a single starter meant to be ~*~*~THE FAVORITE~*~*~ is obnoxious and screws over fans of the other two starters. It's not fair Charizard got two Megas and that Greninja was given a new form.
