Prediction is pressuring your opponent into making a decision that you can take advantage of. It's not reading their mind, but it's forcing them into a position where there are only one or two optimal choices. That's the entire basis of double switching.
The example given in the ban description isn't that. You can't "predict" which move the Aegislash player will use because there is no optimal choice for them; they either lose the game or win the game no matter which move they pick depending on the move you pick.
