>>30381518I guess I just feel like signature moves should be learned naturally. In my experience, most heart scale moves are for strong or interesting attacks that almost "don't make sense" for the pokemon to learn naturally, but that still benefit the pokemon a lot.
And I don't mind mons learning signature moves at a high level, as long as they can still get them "naturally."
