AZ shows the problems characters in Kalos had where they had a lot of interesting ideas but really bad execution.

Hell you don't meet him until you're about halfway through the game. Most of the others you meet early on and they reappear pretty consistently. Also

AZ didn't even have a story. He was literally shoved in the last third of the game for no reason at all beyond giving exposition on Lysandre's dumb weapon.

Exactly. AZ has no purpose outside backstory to something related to Lysandre.

That's the problem with Kalos. Nothing was given exposition outside how it related to the story specifically. Which is why we know nothing about the box legendaries outside the plot.
