I totally forgot about that.
They're probably keeping it banned so they won't have to deal with it potentially being broken again once Bank comes out. I think they did say that it and Mega Mawile would get fresh suspect tests once SM OU settled down.

It's not even close to broken now that Power up punch is not usable and parental bond is weaker.

Still OU material, but it isn't going to make it in ubers

Two main reasons.
1: The meta needs time to stratify before big shifts are made.
2: Mega-Mom not getting Power-Up Punch is irrelevant because Smogon is giving no effort to work out a meta that will last for two months.
