I just bred a timid 6 iv one and I fully ev trained it. Should I just evolve it? I caught a shitty natured Tapu Koko because I wasn't expecting to use him so I wouldn't be able to benefit from surge surfer.

The only viable way is as a fast physical attacker in lower tiers. Pichu can be a good scout in baby battles, and Raichu is a below average special revenge killer. A-Raichu might be a bit better in that role.
