The only available dark-type before the E4 was Umbreon IF you had the time to level up an Eevee.
Misdreavus, Larvitar and Sneasel could only be found right after you cleared Kanto and gained access to Mt. Silver. And Larvitar was only found at level 20.
Houndour, Grimer, Clefairy, Pikachu, Slugma and Murkrow were only available in Kanto.
Pineco and Heracross were a pain in the ass to get, especially if you didn't had any guides back in the day; also, it happened with the Tyrogue from that dude in Mt. Mortar.
No Arcanine, Eeevolutions, Starmie, Poliwrath, Vileplume, Victreebel, Raichu, Ninetales, Exeggutor or Cloyster in Johto because elemental stones weren't available until you reached Bill's Cottage in Kanto and showed him a few mons.
