Wormholes and Ultra Beasts have appeared once, ten years prior to SM. This is when Looker met Anabel, who came out of a wormhole. The side-effects of the wormhole is that Anabel was amnesiac and Ultra Beasts were attracted to her. All she remembered was her name and that she was a strong trainer who fought in a Tower facility.
While it's not a 100% sure, it's also implied this is the only time prior to SM that wormholes and Ultra Beasts were sighted (At least by Looker and the International Police)
The theory part:
1. The multi-verse theory that existed before SM
2. The Anabel we meet is the same one from Emerald, who has traveled between universes because of the wormholes.
So the final part is, Looker appearing in ORAS. In the timeline, that's his first appearance, since he doesn't appear in RBY or FRLG and Hoenn happens before all the other games. Looker in ORAS is amnesiac, which is known to be a side-effect of going through a wormhole. His amnesia is never explained later. More importantly, his amnesia is never brought up in SM, a game where he recalls meeting someone with amnesia ten years ago. If you had amnesia in the past, you'd be likely to bring it up when talking about remembering meeting someone with amnesia. Plus, Gamefreak wrote two characters with amnesia and left one unexplained, which is hard to believe to be a coincidence. So the final theory is that the Looker in ORAS is ALSO from a different universe (but not the same one from Anabel) and ended up in ORAS's the same way Anabel did. It would explain his amnesia, and explain why Looker in SM never mentions his own amnesia; there are currently two Looker in that universe.
And if that's true, then all that's left is the math.
