The most forgettable Pokemon wouldn't even be mentioned in this thread. By rights it can't be unique at all, really. No unique typing, ability, utility, or even design. It would logically have to be NFE since most Pokemon are already overshadowed by their evolutions to begin with. It would also just have to be generally uninteresting within its own Gen and among all Pokemon, but within the subgroups it falls into as well.
Going by all of these criteria the most forgettable Pokemon is probably this guy right here.
But the point is moot because no Pokemon is truly forgettable. Not to mention what people remember is different from person to person. I'm sure people with massive boners for Gen 4 would have much higher chances of remembering Finneon than someone else, but then they might not remember something like Pineco or Clamperl or whatever.
But yeah, for me at least, Finneon hits every mark. It's the NFE form of an already obscure Pokemon from a generation with tons of way more recognizable designs, it's a pure Water type, the most common type, it's a relatively simple design with muted colors, the only distinction being the butterfly motif it invokes. It has no notable function in-game compared to any other Pokemon you could catch. It's just there.
