I can't decide whether to go full bulk with no investment in speed, or go full speed and be disappointed in how few things it outruns

If its Speed is seriously bothering you that much just run it with Scarf, it already packs a huge punch without a boosting item.

Scarf is pretty much the best thing with it. It having immunity to priority is pretty scary when it can pack 475 and hit like a truck with psychic. Deoxys' speed is the only thing naturally faster than it with scarf as well.
