Bulu and Lele are great but what about this thing? Is it supposed to be good? I see it used on showdown a lot but I just don't get why. Other than being fast, it just meh.

It's fast and hits fairly hard, has coverage against grass types with brave bird, not to mention electric fairy is decent STAB and it can pivot with volt switch. Electric terrain is also good support for other electric types and rain.

Koko only has 135 base Attack for the sake of balance, with Electric Terrain boosting its Electric-type moves, it hits deceptively hard from the special side

It was intentionally designed this way, it's much more effective as a special attacker

It can't burn any Pokemon that's touching the ground, yes.

Flying-types and Pokemon with Levitate are unaffected by terrain though, and thus can still be burned.
