Take Salamence.
Make it Ice-type.
Give it Refrigerate and an Electric-type version of Steel Worker.
Give it Ice Beam, Thunderbolt, Freeze Dry, Quick Attack, Fake Out and Hyper Voice.

Alternatively, Slap this on pretty much any ice-type:
Signature move: Frozen storm: Ice/70 Att./100 Acc/10 pp; 20% freeze chance and summons 5 turns of hail

I have a good idea for an Ice type pokemon:

Water/Dark
Is really fast, has great offensive stats and a large movepool
Can turn into any type at will because the marketing team told us it has to be strong.
Turns Ice to attack then can stop having any of the weaknesses of Ice at will.
Gets an extra new ability in the sequel, but at least we nerfed Gengar!

Oh god Greninja ohh, ohh my new Lucario it's a ninja frog LOVE IT, LOVE MY CREATION IT IS THE BEST AND BETTER THAN EVERYONE GRENINJAAAAAAAA
