There are better sweepers that do Garchomp's job without as many conditions that need to be met. This relegates it to a defensive role (Tankchomp) which it does quite well with good bulk, rocks, rocky helmet + rough skin, and an electric immunity.
That Z-Sandstorm set is dangerous though.
