Red doesn't talk to the player, not because he's mute, but because he understands that your player and him are kindred spirits.

They both have a force in their hearts that pushes them to their very limit, past all adversaries, and gives them limitless courage to face anything, and makes them accomplish wonders. That force is you, the person controlling them from behind the scenes.

That's why red never says anything. Because he doesn't need to. He shares the same feeling in his heart as your player character does. There's nothing to be said.

When you fight Red on Mt. Silver, you're not really fighting "The Champion" at all. You're fighting yourself, or rather a projection of your previous victories. It's the end of the game not because it's the final accomplishment, but because you have proven yourself finally worthy to an opponent that really matters, you.

He vanishes after you fight him because just like you, he moves on to bigger and better things.
