Khalil was meant to be the Flying Captain, and there's even a fairway at her hotel that likely would've been her trial grounds. There's even sections of the map where it looks like you'd be able to walk there if you cut through the Hano Grand Hotel, but you can't.
Fairies are allegedly still a relatively new typing to be discovered (although that leads one to wonder where the Fairium Z came from), so it's likely that Mina is in a weird situation where she has to figure out her own trial from scratch, while most other Captains pretty much came into their own trial grounds as soon as they assumed the position.
As a side note, there's also Poison, Ice, and Psychic type Z-crystals lying around in random locations. It's likely that these are also byproducts of cut content, and would've had Captains and Trials should the game have been allowed more development time. There's also huge sections of the map where there's fuck nothing (especially on the third and fourth islands), when it makes little sense to design a bunch of huge areas with nothing in them.
