I mean yeah if you're only counting the Yellow pages and not the Green pages.
But since the green pages contain legendary trios in the games code like the kanto birds and so on, we still have Guzzlord as a legendary, Dragon Silvally, and an abundance of the already common psychic type legendaries.
So did we really win? Yes because all the legendary designs this gen are fantastic.
