We see Lillie as a random girl running away from Aether Foundation in the beginning. She seems like a very sheltered girl, and then you slowly get to know her over time. They didn't throw the story on our face, instead, they let us get to know and care about the characters first.
Later on, It turns out that she is sheltered because her mom, the leader of the said Aether Foundation, is really controling and gave Lillie little to no freedom during her childhood.
Then she has a complete character arc where she grows up and learns to move on. In the beginning, she ran away from Aether Foundation, scared for her and her Pokemon's life. Now, she's grown enough to go back and fight the very same Aether Foundation, with the help of one friend who has supported her all this time.
By the end of it all, she's strong enough to leave on a journey of her own to save her crazy mother.
She even gives her only Pokémon, the one she went through all of this to save, to her friend who helped her get her life back, promising to return soon and by that time be strong enough to travel with him without being an hindrance.
This is a great character. Not only better than anything Pokemon had to offer before, but better than most characters from most games. Just because she doesn't become a strong trainer by the end of it all doesn't mean she hasn't grown. If she had just used Nebby to fight you one last time, I'm sure most of you wouldn't even be complaining.
