I noticed that too and thought it was weird.
Seeing as how they're the only two higher-ups of team skull, you'd think they'd at least have a conversation or something. I was hoping for a double battle with both of them but that was hoping for too much.

There were a lot of missed double battle opportunities. Instead we had to fight two grunts one after the other.

And dont get me started with the fact that almost 90 percent of the trainers you battle only have 1 pokemon.
