Considering there is a ORAS related event that activates with solrock/lunatone, I'd say it was intentional. Same with Bellossom, as it is featured in ingame ads.

If it still has to be a slow, frail mixed attacker, give it a minmaxed attack stat and priority.
if it can atleast check/take out an important threat sashed, it can find a niche.
