JP QR doesn't work on non-Jap versions as far as I know
It's how they managed to keep the content locked for the US and Europe version; each version has their own code and scanning the others won't work

CFW has region emulation, which is why I'm asking. It's certainly possible to scan the JP code on a non-JP 3DS.
