I theorized that she was daughter/granddaughter of Ulala's old Kahuna. Inside her trailer there is a punk girl NPC who told us team skull was originally the group gathering around old kahuna, but was "smacked down" by Tapu Bulu. Another NPC inside is an old woman who stated that Tapu Bulu is capricious and unpredictable in his choice of Kahuna. Since most NPC around that area are skull grunts/punk NPC, I think the old woman is only there because she is relative of the member, likely Plumeria's. The old woman's rather negative/resentful attitude toward Bulu may implied she is related to the old kahuna, maybe his wife? (though I don't think she was the Kahuna herself). Putting these speculations together, I conjecture that Plumeria is old woman and old Kahuna's daughter/granddaughter who led the group that preceded team skull. When the old kahuna allow the mart to be built on Bulu's place, he got mad, destroy the mart and strip off the old Kahuna's title (may even killed him in the process) and gave it to Nanu, which apparently was an unpredictable choice, and judging from Nanu's annoyance of his position it seem he wasn't suppose to be in line of succession. This make the old Kahuna's supporters became resentful toward Bulu and Alola traditions in general. The supporters, led by old Kahuna's heir Plumeria, later joined with Guzma(who came from Memele island) and his group of disgrunted trial-failure youths, and finally form team skull. Guzma was more aggressive and charismatic so he took the position of big boss, while Plumeria stepped down and look after grunts' welfare as an admin.
Plumeria also specialized in poison type, which is perfect for killing grass/fairy Bulu. Her main Salazzle is even more fitting as it is fire/poison.
