Stop trying to tack on real world races to anime characters. Anime as an artstyle is too generic and simple to even properly represent real life races, because otherwise all the "black" characters would look like racist archetypes.
All the "asians" in Kanto look the same as the "whites" in Unova and the "Hawaiians" in Alola. Some characters (Brock, Iris, Mallow) will have darker skin. Some wont.
It's as simple as that.
