They're not afraid of shitty microtransactions to nickel and dime you. Yeah, Game Freak aren't the ones developing the games but it shows that Nintendo and TPC are fine with associating Pokemon with these sorts of practices.
If they did Kanto DLC, I guarantee that it'll be rushed as hell and barebones. It would probably be worth $2 at most. $9.99 is criminal.
