Hoenn isn't actually 'tropical', it's closer to the Pacific Northwest of the US in terms of climate.

(okay, this is mostly because even in ORAS they never seemed to try to correct the weather or trees, and no one seems to comment on heat and humidity prevalent in tropical climates)
