It locks in a foe and takes away 1/8 hp/turn and can be learned by a SHIT TON of pokemon which aren't even bug which would never learn it from level up.

give it to scizor, pinsir, heracross, scolipede, beedrill, forretress, ninjask, vespiquen, leavanny, crustle, stingulor, escavalier, durant, or armaldo and then we'll talk.

i have no fucking idea why the even bothered to make it a TM, or why Incineroar gets this instead of Drain Punch. Or why people thought anyone would fucking want a Bug coverage move that isn't U-turn.

Who is in charge of these decisions?

Some no bug-type pokemon can use it. Actually thinking on those no bug-type pokemon that can not learn Leech Life is preety good move vs Leaf, Dark and Psych pokes.

examples: Absol, Drillburl, Sneasel, Skarmory, Grovyle, Shiftry, Zangoose, Seviper, Oshawott, Trevenant, Axew, Gallade, etc....

Leech Life has very odd coverage.
X-Scissors can be taught to anything that has anything resembling blades.
Still, I wish it would get boosted to Leaf Blade levels.
