It's a UB that feeds on light and is attracted to Solgaleo and Lunala. Possibly it preys on them. Probably finds newborn Cosmogs as delicacies. Tried to attack the newborn but was thwarted by the parents,guardians and kings of Alola. Forcefully push back to ultra space by the original Solgaleo and Lunala but it's head still stick out of the wormhole so the Kings sounded the flutes to close the portal which severed it's head but the body still alive killed the original Solgaleo and Lunala. It literally says it is if you capture it. Just one from ancient time, so that it pretty much became a legendary exactly like solgaleo and lunala. So it entered the world as UB, but is now considered a legendary pokemon.

Wicke doesn't say anything about it, actually.

Looker mentions that the International Police never witnessed it coming through an Ultra Wormhole, but it's strongly implied to have been on Alola for much longer than the other UBs. The Pokédex in both games all but calls it an Ultra Beast as well.

TL;DR It's clearly meant to be a UB, as well as a hook to the third version and/or Gen 8.
