Use Tackle, it uses its vine to attack
Uses Vine Whip, does not use the vine to attack.

At least, this was the case in Gen 6, don't know if it's changed in SM.

Seems to mostly be signature moves and such. e.g. Lele sperging out for Nature's Madness and Roothoot actually using his bow and arrow for Spirit Shackle.
