Introduce a common water type stall mon, and make the KoKo/Jolt match up fall heavily into jolteons favor.

For real though, Lead Koko/vs Lead Jolt is fantastic if you don't mind risking the speed tie. T-bolt's a two-shot under terrain, and Koko's dazzling gleam fails to two-shot jolteon without a life orb.

Jolteon's stat distribution is fine. What he needs is something to set himself apart from Heliolisk, A-Raichu, Topu Keko, etc. Maybe some sort of exclusive Z-Move or something?

Give it more speed, moves and Spatk.
They cannot fuck with its typing since it's an eeveelution so it can't get a secondary STAB and I can't think of a single ability that would make it better without breaking the theme, except for maybe lightning rod but at the end of the day it'd still be a shittier Manectric.

Jolteon has a shit movepool outside of STAB as well as being outclassed by Manectric, if it had some form of coverage that isn't hidden power or shadow ball it'd be UU at least

Also speed boost HA, Tangled feet is literally worthless and speed boost fits it well.
