Turn 1 Pelipper comes out and brings the rain, then U-Turns out.
Turn 2 Swampert Megas and starts smacking shit now that he gets Swift Swim instantly.
Repeat until enemy team is dead or you need more water.

Because Politoed is one of the worst Pokemon ever and Kyogre is restricted or banned in most formats.

Also, Pelipper baits tbolts for free Swampert switch ins.

Pelipper has a better typing, recovery, pivot potential with U-Turn, better defense and more utility than Politoed.
Kyogre is banned in VGC atm and Uber in Smogon.
