Say Person A and Person B are both trying to get Thunder Punch and Ice Punch onto a Stufful and raise it to Bewear with good stats. Person A cheats, Person B doesn't. Person A would either directly generate a Stufful that has those moves, or generate a Stufful/Bewear that has them and then breed (if they so desire) or whatever. They don't have to worry about the right IVs since if it's directly generated then it's set to be perfect. If it's bred, then Destiny Knot can help. Person B would have to find the right Pokemon that have Thunder Punch and Ice Punch, pass those moves down to a Stufful, Then keep breeding and breeding and breeding until Stufful has good stats. It's a bit more tedious, but maybe Person B simply doesn't want to hack their 3DS, maybe they're on the road or traveling and can't access a computer program, maybe they want to put in more work and feel like their work is worth the effort. Which it is. EITHER WAY the end result is a strong Stufful with both elemental Punch moves. One does it a lot faster, and the other doesn't. You're aiming for the same result. Person A's Stufful isn't better or illegal, it's the exact same. And the game and official tournaments won't be able to tell. If they can tell, then the hacker messed up somehow.
Really, the only issue with hack checking is the Balltism that OP has, and admittedly I'm feeling that too, but aside from the ball, the Pokemon is most likely legal and nothing stands out out of the ordinary. It would be interesting to see if they did perform checks like if a Mythical is in any Poke Ball aside from a Cherish Ball (or a regular one I guess) then it wouldn't fly, but on the other hand, almost every Pokemon save for a few dozen at most, can all be in a different kind of Poke Ball through some way or another.
