I do think the Trail Captains are great characters. But, the thing is, the way you described why Lana is good character work can also be applied to Lillie.
Lillie is the daughter of the Aether President, and was a sheltered girl for all her childhood. She was basically abused by her mother, which lead to her having no confidence in herself. Because of her upbringing, she has a serious and caring personality. She cared about Nebby, so to save him, she disobeyed her mother for the first time and ran away. She doesn't like seeing Pokemon be hurt, so she dislikes trainers. With no place to stay, she somehow managed to become Kukui's assistant. And that's all from before the game even starts.
Whether you personally like her or not, Lillie's character outshines all other. Hate Lillie all you want, that isn't going to change. Her character is great not just by Pokemon standards, but by RPG standards.
